| This month’s e-newsletter has a special focus on Public Health Services and Systems Research (PHSSR). For four years, HCFO conducted a special topic solicitation in PHSSR, awarding 23 grants. Information about these grants and other HCFO grants related to public health systems can be found here. AcademyHealth, with support from the Robert Wood Johnson Foundation, continues to advance PHSSR priorities

| The Patient Protection and Affordable Care Act (PPACA) authorizes many new programs and changes many existing programs, and will undoubtedly transform the field of health services research (HSR). A relevant section of PPACA is section 4301, Research on Optimizing the Delivery of Health Services. It states “the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, shall provide funding for research in the area of public health
services and systems.” This authorization is historic for the emerging field of Public Health Services and Systems Research (PHSSR), a “sister” discipline to HSR, which has only attracted modest Federal investment to date.

| Paul Campbell Erwin, M.D., Dr.P.H., was the principal investigator on a HCFO grant funded through the Special Topic Solicitation in Public Health Systems Research that explored how states have responded to America’s Health Rankings (AHR) during its 20-year existence.

The growing field of health impact assessment (HIA) is showing promise as a wholistic approach to mitigating the potential health consequences of new projects and policies by addressing the relationship between these projects and health outcomes. This brief examines HIAs with insights from a panel funded by the Robert Wood Johnson Foundation at the 2010 Annual Research Meeting.

| The Agency for Healthcare Research and Quality released a report on public hospitals in the United States. The National Center for Health Statistics released a new data brief on Emergency Department Visits for Chest Pain and Abdominal Pain.

HCFO grantee Joseph P. Newhouse, Ph.D., John D. MacArthur Professor of Health Policy and Management at Harvard University, has been named chair of an IOM committee that will examine how geographic variation may be related to several factors including the cost, supply, and quality of care, patient population diversity, insurance coverage, and physician behavior. Dr. Newhouse has been a principal investigator on
several HCFO grants. His most recent project examined reimbursement policies of chemotherapy drugs.
